Terminal Operations and Environmental Monitoring Committee

The Terminal Operations and Environmental Monitoring (TOEM) Committee identifies actual and potential sources of episodic and chronic pollution at the Valdez Marine Terminal. Most of the TOEM Committee's work focuses on ballast water treatment and its impact on water quality in Port Valdez, and on air quality issues stemming from hydrocarbons emitted during tanker loading and other facility operations.

TOEM Committee monitors and comments on air and water quality standards, reviews operating permits at the terminal, and conducts independent research. Early air health studies promoted by the committee led to vapor recovery at the terminal to drastically reduce air pollution.

Update on Committee Activities, December 2007

Although the VMT Systems Integrity Issues project is now complete, other key projects include the Valdez Air Quality and the EPA NESHAP-OLD rule making, Reliability Centered Maintenance (RCM) at the VMT, VMT Strategic Reconfiguration, and more specifically, the Ballast Water Treatment Facility (BWTF) Reconfiguration in which staff is seeking volunteer assistance in developing request for proposals for an emissions performance contract. Additional key projects include the Redundant Remote Control of the VMT, Creation of Quality Documentation, and finalizing the Seismic Re-Engineering of the VMT project. Lastly, the TOEM committee has recently expanded the VMT Fire Protection Assets project to be a joint committee (TOEM, OSPR, and POVTS) project.
