Earlier, PWSRCAC staff notified board members of this incident. The following information in Report # 1 provides more detail. Additional reports will follow as information comes into the staff.

SYNOPSIS
At approximately 5:40 am today the 540 foot double hull Tesoro tanker Seabulk Pride broke free from its mooring and ran aground near Nikiski. The ship was carrying 5,346 barrels of bunker oil, 94,951 barrels of vacuum tower bottom blend -- a product with a consistency similar to asphalt - 2392 barrels of diesel No. 2 and 1135 barrels of "gas wash."

According to our latest information, the Seabulk Pride was in a crude oil transfer operation and was ripped away from the dock by ice and is hard aground approximately 1/2 mile from the Kenai Pipeline (KPL) dock. The USCG reports it is on a soft bottom. There is no confirmation of oil in the water from the loading arms at this time (there are contradicting reports at this time). At 0900 it was determined that there is no breach to the hull. There was no ANS [Alaska North Slope crude] onboard. The tanker is anchored and has power. Tesoro contacted Titan (a Crowley Company) and requested assistance. Crowley in turn has requested that SERVS release the Sea Voyager and Bulwark tugs, both 7,200hp. In addition, the 450-3 barge has been requested that has transrec skimming systems and some lightering equipment. John Kotula of ADEC is currently reviewing the request.

A Department of Environmental Conservation (ADEC) Incident Management Team (IMT) has been activated and is in place at Cook Inlet Spill Prevention and Response (CISPRI) Command Center in Nikiski. U.S. Coast Guard and ADEC representatives are at CISPRI responding to the situation with Tesoro and CISPRI staff. An overflight is being scheduled at first light and will utilize infrared camera. All transfer lines on the tanker have been vacated. Other response vessels are enroute to support the potential spill response.

CIRCAC's Executive Director is out of town at this time. Karen Williams, Assistant Executive Director, is in charge in his absence. PWSRCAC has offered our assistance. We have also let them know we are sending Stan Jones to observe the incident response at the CISPRI Emergency Operation Center.
