Prince William Sound Tanker C-plan Review, 2007


 

The tanker C-plan (consisting of the Core Plan and SERVS Technical Manual) was approved in November 2007. The approval contained several conditions including the following: personnel verification; that a field exercise be conducted focusing on aerial support for dispersant monitoring; additional information on Tier III Fishing Vessel Program; and continuation of the Near Shore Task Force 5 approved in the 2002 tanker C-plan.

PWSRCAC has several issues outstanding that it felt were not satisfactorily addressed in the approved plan. These issues include operating in darkness; drills conducted around weather buoys and in more marginal weather; rewriting the scenario to show oil moving outside of Prince William Sound; Best Available Technology (BAT) for escorts; analysis of aircraft per task; decontamination; and BAT for response equipment. The Response Planning Group (RPG) has committed to participation on a steering committee to address outstanding issues. The council anticipates continuous improvement to the tanker C-plan as a result of this steering committee.
