Request for Proposals: History of Geographic Response Strategies for Copper River Delta and Flats

The Council is seeking a contractor to develop a white paper that documents the history of how, when, and why geographic response strategies (GRS) were developed for the Copper River Delta and Flats (CRDF) region, as well discuss why this information was later omitted from contingency planning documents. The white paper should also address what makes this area sensitive and deserving of pre-developed tactics and spill response planning. The Council hopes to once again see CRDF specific tactic and spill response related planning information captured in contingency planning documents, and sees this white paper serving as a guide for this future effort. Developing and capturing this site-specific information for CRDF will occur via a separate and future project.
