From the Executive Summary: Research for this report began with two principal purposes: (1) to provide the Prince William Sound Regional Citizens’ Advisory Council (PWSRCAC) Board of Directors with background information regarding the provisions for dismantling and removal of Trans-Alaska Pipeline System (TAPS) facilities and restoration of the land utilized by pipeline facilities (DR&R); and (2) to identify problems relating to the TAPS DR&R transaction that might prevent the accomplishment of the purpose for which DR&R funds have been collected.
