The Council is seeking a skilled and motivated professional to serve as our Contingency Plan Project Manager!
We are looking for a highly motivated and detail-oriented professional with expertise in oil spill contingency planning, regulatory review, and project management. This position leads the Council’s work related to oil spill contingency plans and preparedness associated with the Valdez Marine Terminal and marine oil transportation operations in Prince William Sound. The role supports the Oil Spill Prevention and Response (OSPR) Committee and works closely with staff, regulators, industry representatives, contractors, and other stakeholders.
Contingency Plan Project Manager’s responsibilities:
- Managing the Council’s review and oversight of oil spill contingency plans, including industry, state, and federal plans.
- Coordinating the review of contingency planning issues related to oil spill prevention, preparedness, and response.
- Monitoring state and federal regulatory developments, public notices, and Federal Register notices relevant to contingency planning and oil spill preparedness.
- Developing recommendations and positions related to oil spill preparedness, prevention, response technologies, and contingency planning policies.
- Preparing clear and effective written materials including technical reports, presentations, committee packets, and public communications.
Facilitating OSPR Committee meetings, including scheduling, agenda preparation, and follow-up documentation. - Collaborating with regulatory agencies, industry representatives, contractors, and stakeholders to gather input and share Council perspectives.
Managing contracts, project budgets, and invoices, and ensuring compliance with procurement and contract policies. - Observing, participating in, and reporting on oil spill drills, exercises, and training activities.
- Supporting the incorporation of local knowledge into contingency planning processes.
- Representing the Council at relevant meetings, workshops, conferences, and trainings.
- Promoting effective public relations with volunteers, regulatory agencies, industry, and the general public in furtherance of PWSRCAC’s mission.
Qualifications:
A bachelor’s degree or equivalent experience is required. At least three years of relevant professional experience in project management, contingency planning, oil spill response, environmental programs, or a related field is required. Experience in contract management is required. Strong written and verbal communication skills and the ability to work both independently and collaboratively are essential. Familiarity with oil spill prevention and response statutes and regulations, the region impacted by the Exxon Valdez oil spill, Alaska’s natural resources, and regulatory processes is highly desirable.
This is a full-time, exempt position with a starting annual base salary of $100,714 (with room for negotiation depending on experience). An additional 10% cost of living adjustment will be provided for the Valdez location. After 60 days, an additional 25% of base salary is added for optional benefits.
Location:
This position is based in Alaska. The Council’s preferred office location for this position is in Valdez; however, Anchorage may be considered depending on the selected candidate.

The Council was formed in the aftermath of the Exxon Valdez oil spill with the mission of promoting the environmentally safe operation of the Valdez Marine Terminal and the associated tankers.
