The Council is inviting proposals for a technical evaluation of the August 2023 tank bottom processing fire at the Alyeska Pipeline Service Company (APSC) Valdez Marine Terminal (VMT) East Tank Farm. This project will utilize Process Safety Management (PSM) principles to perform a comprehensive gap analysis of current operations and provide evidence-based recommendations for best practices. As needed, the contractor will conduct incident narrative investigation, evaluate safety systems and engineering controls, and deliver presentations of findings to Council committees and the Board of Directors.
